How a casino gets licensed in Ontario

Ontario's online casino market is regulated by two bodies: AGCO sets the rules, iGaming Ontario manages the operating agreements with each operator.

AGCO registration
The operator applies to the Alcohol and Gaming Commission of Ontario (AGCO). AGCO checks ownership, financial stability, responsible gambling policies and technical security standards.
Step 2
iGaming Ontario agreement
Once AGCO approves registration, the operator signs an operating agreement with iGaming Ontario (iGO). This covers revenue sharing, player protection obligations and ongoing compliance requirements.
Step 3
Ongoing compliance
Licensed operators are subject to continuous monitoring. Games must be audited for fairness, slot RTP must meet the 85% minimum, and AGCO can suspend or revoke registration at any time.
